BACKGROUND

 

Welfare measures play a crucial role in the development of disadvantaged segments of the society and help them contribute in the project of nation building and democratic process. Preamble and the Directive Principles of State Policy of Indian constitution themselves establish the fact of a welfare state. SC, ST, BC, minorities, differently able and women are considered as disadvantaged groups in the country. There are schemes and programmes for each section to address their problems in specific. These schemes are either supported by centre or state governments or by a partnership between the two.
Established by a group of eminent community leaders in 2006, Human Welfare Foundation (HWF) has become one of India’s leading nongovernmental organizations dedicated to carrying out humanitarian and development programs to fight poverty and people’s sufferings by working in partnership with vulnerable communities regardless of faith, caste, gender or political beliefs. It has over 200 local partners spread over 20 states, implementing 4774 projects. The number of beneficiaries so far is well above 9 million.
HWF has formed a separate department for the effective utilization of government Welfare Schemes. Central Government spends two percent of its Gross Domestic Product (GDP) for social protection programmes. However, the society, especially the disadvantaged and weaker sections, fail to take advantage of these schemes, partly owing to the neglect by the authority, and partly due to their ignorance and inability to avail these benefits. Therefore, the department identifies this gap and interferes in the process of implementation of such welfare schemes working as an active agent by widening the reach of the schemes to the target sections of the society.
HWF takes up this mission by establishing development facilitation centers across the country under the tag Nagrik Vikas Kendra.

OBJECTIVES

Project Objective
Nagrik Vikas Kendras aim to enable underprivileged segments of the society to live a life of self-sufficiency and dignity by getting access to the different welfare schemes offered by the Central and State governments. for strengthening the nation building and democratic process.
Specific Objectives

1 To identify and manage data bank of government schemes for the disadvantaged section.

2 To disseminate timely information regarding welfare schemes to the general public and community leaders.

3 To set up mechanism for creating awareness of welfare schemes among the target population.

4 To set up mechanism for availing the benefits as well as facilitating the implementation of welfare schemes at grass-root level.

5 To assist the target population in assessing the effective utilization of the schemes for their own benefit.

6 To provide recommendations and suggestions to the concerned authorities for the effective implementation of the schemes.

 

OPERATIONS

THE NEED

There are gaps existing in the implementation of Centrally Sponsored Schemes (CSS) in the country.
  • CSS does not consider adequately the divergence amongst States in geographic condition, level of economic development, nature of gaps in physical infrastructure and demography.
  • Dissemination of Information is not satisfactory
  • The monitoring by Ministries and independent evaluation of schemes is generally poor in CSS due to gaps in design of scheme, lack of ownership amongst States.
  • No additional manpower to handle this scheme
  • Lack of sensitivity on the part of state and district officials
  • Centre employs top-down approach while formulating a CSS instead of bottom-up approach.
  • Disbursement and Transfer of Funds delayed
